Each February, the Chamber invites all Pleasantville businesses to submit one nomination for Business Person of the Year, recognizing outstanding achievement from the previous year. Participants are asked to include a brief paragraph explaining why they are nominating their selected candidate.
The three individuals receiving the most nominations advance to the final ballot. A short biography of each finalist is then shared with Chamber members, who are invited to cast their vote online through the Chamber website.

On Wednesday, April 24, 2025, the Pleasantville Chamber of Commerce proudly honored Donna Mueller, owner of Donna Mueller Photography, as our 2024 Business Person of the Year. Donna was recognized for her professional excellence and her outstanding contributions to the Pleasantville community.

What’s Happening in the Village of Pleasantville Update – November/December 2025 |
November 18, 2025 Proposal from Lennar (US Home, LLC) for zoning amendment & townhouse project at 1 & 3 Campus Drive and 8 Carey Drive: The Village has received a proposal from Lennar (US Home, LLC) seeking an amendment to the Village Zoning Map to permit a new, 102-unit townhouse development on 20.5 acres of land behind the Foxwood complex. This is an application, and there will be an extended review process by the Village Board of Trustees and Planning Commission at public meetings before any decisions are made. The existing uses on the site include: 1 Campus Drive (former Bank of NY property) with an approximately 144,000 sq. ft. vacant office building and associated paved parking lots; 3 Campus Drive (former Savin Engineering property) with an approximately 31,000 sq. ft. office building and associated paved parking lots; and, 8 Carey Court with a vacant single-family residence. The applicant seeks zoning changes to merge these parcels into a “Planned Unit Development” district, which is the same zoning applied to the adjacent Toll Brothers townhomes on Washington Avenue. Written comments can be submitted to the Village Clerk at info@pleasantville-ny.gov for distribution to the Board throughout the review process. The Village’s consulting planner and attorney will provide the applicant with a list of required analyses, including evaluations of impacts on traffic, schools, infrastructure (water, sewer, and sanitation), and emergency services. The results of these will be made available to the public. Red Light Camera at Saw Mill River Parkway and Grant Street: To improve safety at the intersection of the Saw Mill River Parkway and Grant Street, the Village proposed the installation of a red-light camera to Westchester County and the NYS Department of Transportation, which oversee enforcement and own the infrastructure at this location. The project required legislation from both the Westchester County Board of Legislators and the NYS Legislature to authorize a red-light camera program. Over the past several months, the County Board, NYS Senate, and NYS Assembly all approved the measures, and the Governor signed the legislation. Westchester County can move forward with installation of the red-light camera at this intersection. The Village will share updates when available. Safe Streets Grant: The Village was awarded a $160,000 federal planning grant to develop a “Comprehensive Safety Action Plan” to implement traffic calming and safety projects and policies aimed at reducing roadway fatalities and serious injuries. We have engaged NV5 Engineering to prepare the plan. The analysis will focus on safer, more connected streets for pedestrians, bicyclists, motorists, commercial vehicles and public transportation riders. The plan will review vehicular speeds, roadway safety, and traffic and/or transportation infrastructure (e.g. curb, sidewalk, signage) – particularly in areas such as schools, parks, and commercial corridors. Public and Stakeholder input will be an essential component to the process. For more information, please click here. Success in reducing Con Ed proposed rate hikes: The Westchester Municipal Consortium (WMC), a coalition of 40 municipalities including the Village of Pleasantville, announced that a three-year settlement agreement has been reached in Con Edison’s 2025 electric and gas rate case before the New York State Public Service Commission. The agreement, which the WMC will not oppose, significantly reduces Con Edison’s original rate proposals from a 13.4% to a 2.8% total bill increase for electric customers and from 19% to 2% for gas customers covering the period from January 1, 2026, through December 31, 2028. The settlement also secures important provisions sought by the Consortium, including annual meetings between Con Edison and Westchester municipalities to review local capital investments and transparency measures, as well as a study comparing the costs of underground and overhead electrical systems to assess potential regional disparities. The PSC will next hold hearings to review and finalize the settlement. Click here for more information. Westchester Power Community Choice Aggregation program to be discontinued at the end of this year: Sustainable Westchester has informed the Village that the Westchester Power renewable energy program, also known as the community choice aggregation program, will be discontinued. Starting with this December’s utility bill, customers who take no action will be returned to Con Edison as their default supplier of electricity. As an alternative, customers may select another Energy Services Company (“ESCO”) for electricity supply. A list of currently active suppliers can be found here. New location for holiday sing event: This year’s holiday sing and tree lighting will take place on Sunday, December 7 at 6 pm in the north end of Memorial Plaza. The event will feature a synthetic ice rink. Speed Calming/Speed Hump Analysis: The Village has engaged DTS Provident Design Engineering to conduct a traffic-calming study along Nannahagan Road and Ashland Avenue. The study will include field observations, two weeks of automated traffic counts, and analysis of possible measures such as speed humps or curb extensions. DTS Provident will also review best practices to help the Village consider a speed hump policy. The project also includes a review of Hopper Street and the adjacent parking lot to identify possible changes to improve traffic flow and pedestrian safety during events at Parkway Field. Public art mural: In October, a new public artwork, The Walking Mural, was unveiled in the Jackson Street pedestrian walkway behind the Jacob Burns Film Center. The mural, created by artists Stuart Vance and Gregory Nemec, celebrates the vibrancy and movement of the surrounding community. Initiated by the Pleasantville Public Art Committee and funded by a grant through the office of New York State Assemblymember MaryJane Shimsky, the project was managed by ArtsWestchester, which issued a request for proposals open to all NYS artists. Soldiers & Sailors Playground Rebuild: The Soldiers & Sailors Playground has been rebuilt thanks for a group of community volunteers and village staff. This is the last of three playground renovations. Nannahagen, Roselle, and Soldiers & Sailors all feature new playground equipment and furnishings. Village elections to change from March to November: In July, the Village Clerk received a petition to hold a referendum on changing the date of Village elections from March to November. The referendum passed, and Village elections will be changed to November starting in 2026. New Three-Way Stop at Ashland Avenue and Nannahagan Road: Signs have been installed to create a three-way stop at Ashland Avenue and Nannhagan Road aiming to improve safety at a location that involves pedestrian and vehicular traffic. 444 Bedford Road (former Chase building): A proposed mixed-use development at 444 Bedford Road, which includes 36 residential apartments, received required approvals by the Planning Commission. A construction start date has not yet been set. Updates will be shared as they become available. See application here. 98 Washington Avenue Update: In 2016, Westchester County acquired 98 Washington Avenue and conveyed it to a private developer with deed restrictions that require it to be used for affordable housing. Although the project received a building permit, it was never completed. Eventually, Westchester County sued the owner (MIGI Asset Acquisition LLC) for failure to complete the County-supported project. After a lengthy legal process, the property was sold in March to Lifting Up Westchester, a nonprofit organization dedicated to housing initiatives. With County support, Lifting Up Westchester is currently in the process of renovating the building to complete the 14 units of affordable housing. Their project is zoning-compliant and aligns with the property’s deed restrictions. Blue Envelope Program for Drivers with Special Needs: The Blue Envelope Program is intended to improve communication between law enforcement officers and people with autism or other disabilities during traffic stops. Participants may pick up a blue envelope from the Pleasantville Police Department to store their driver’s license, vehicle registration, and insurance card. Officers will be trained to recognize the envelope and understand its purpose. Each envelope will include instructions for both the driver and the officer to help ensure a calm and effective interaction. If stopped by police, drivers should report that they have a blue envelope and provide it to the officer, who will then follow the guidance to facilitate clear communication. Nannahagan Brook Wall Reconstruction Project: This project addresses severe erosion affecting the retaining wall along Nannahagan Brook near Lake Street, adjacent to 2 Lake Street (the former Village water pumphouse). Approximately 500–700 linear feet of deteriorated wall will be replaced to protect nearby infrastructure, including water, sewer, and gas lines, and to relocate one of the Cottage School’s water service lines. The estimated project cost is $1.75–$2.25 million. The Village has secured approximately $700,000 in New York State grant funding. Design work has progressed to the 50 percent stage, and the Village anticipates issuing public bids in Spring or Summer 2026. Construction is scheduled to begin in Fall 2026, pending necessary regulatory approvals. Nannahagan Walking Path Reconstruction: The asphalt walking path between Nannahagan Park (Village Pool) and 2 Lake Street is scheduled for replacement in conjunction with the brook wall project. This capital improvement is supported by $18,300 in grant funding from the New York State Hudson River Valley Greenway. Water Storage Tank Replacement: The Village’s two 1-million-gallon water storage tanks, which supply potable and emergency water, are nearing the end of their useful life. Constructed in the early 1900s and later rehabilitated, both tanks will be replaced. The estimated project cost is $6.0–$6.5 million and will be funded through the issuance of bonds paid for by the Village’s water fund. This project will require increases to water rates. The Village is seeking grant funding to offset costs. Design consultant procurement through an RFP is expected to begin in Winter 2026, followed by design development in Spring 2026. Construction is anticipated from Spring 2027 through Summer 2028. Lead Service Line Inventory Program: To comply with Federal Lead and Copper Rule Revisions, the Village is identifying all water service line materials within the Pleasantville Water District. Working with Woodard & Curran Engineering, the Village submitted its Water Service Line Inventory to New York State and Westchester County prior to the October 16, 2024 deadline. Properties constructed before June 1986 were flagged for further investigation, and federally required notices were mailed to affected property owners in November 2024, with annual notifications to follow. Predictive modeling is underway, and in-home inspections will soon be conducted by ElectroScan for approximately 100 to 200 properties to confirm pipe material classifications for service lines listed as “unknown.” Woodard & Curran and ElectroScan will provide an overview of the Swordfishing inspection process at an upcoming Mayor and Board of Trustees Work Session. Door hangers with QR codes for inspection scheduling will soon be distributed. A dedicated project website is being developed with background information, FAQs, and scheduling tools. The Village will continue to provide public updates through email, social media, and its website. For more information on the WSLI program, please click here. Updates from the Clinton Street Senior Center: The Clinton Street Senior Center continues to offer valuable services for Pleasantville’s senior community. One such service is the “RUOK?” daily check-in program, providing morning phone calls between 8:00 and 9:00 AM to seniors who would benefit from a quick wellness check and a friendly voice to start the day. To schedule these calls for yourself or a loved one, please contact the Center at 914-769-0316. The Center also offers in-house dining five days a week, Monday through Friday, creating a welcoming space for seniors to enjoy a fresh meal in good company. Guests can choose from a variety of lunch options, including the hot meal of the day, a hamburger or cheeseburger with fries, or sandwiches such as tuna salad, chicken salad, grilled cheese, or turkey — all served with a cup of hot soup. Meals are $7 per person, and transportation is available. To reserve a meal, please call 914-769-2021 before 9:00 AM on the day you plan to dine. Overdose Recovery Kits Available at the Pleasantville Police Department: The Pleasantville Police Department, in partnership with the Urban League of Westchester, is now offering free Overdose Recovery Kits to anyone who needs them. These lifesaving opioid overdose response kits contain Narcan (naloxone), a simple-to-use and highly effective medication that can reverse the effects of an accidental opioid overdose. Community members can pick up a kit anonymously by visiting the Police Department at Village Hall (Bedford Road entrance). New recycling app ‘Recycle Coach’ now available: Village residents now have access to a new recycling app. Westchester County’s Department of Environmental Facilities (DEF) partnered with ‘Recycle Coach’ to launch a free mobile app to help make recycling and solid waste information more accessible for Village residents. The Sustainable Westchester mobile app, ‘Recycle Right Westchester’, is no longer available. ‘Recycle Coach’ connects residents with their collection schedules, shares local disposal and recycling information and supplies educational tools to help make it easier to recycle products. Users can access ‘Recycle Coach’ for free from their desktop computers and mobile devices. The app can be downloaded from the App Store or Google Play. Child safety seat inspections: Officer Velardo of the Pleasantville Police Department has obtained a child passenger safety certification and will be available to inspect child safety seats by appointment.
