What’s Happening in the Village of Pleasantville Update – April/May 2026 |
Proposal from Lennar (US Home, LLC) for zoning amendment & townhouse project at 1
& 3 Campus Drive and 8 Carey Drive: The Village has received
a proposal from Lennar (US Home, LLC) seeking an amendment to the Village
Zoning Map to permit a new, 102-unit townhouse development on 20.5 acres of
land behind the Foxwood complex. This is an application, and there will be an
extended review process by the Village Board of Trustees and Planning
Commission at public meetings before any decisions are made. The existing uses
on the site include: 1 Campus Drive (former Bank of NY property) with an approximately
144,000 sq. ft. vacant office building and associated paved parking lots; 3
Campus Drive (former Savin Engineering property) with an approximately 31,000
sq. ft. office building and associated paved parking lots; and, 8 Carey Court
with a vacant single-family residence. The applicant seeks zoning changes to
merge these parcels into a “Planned Unit Development” district, which is the
same zoning applied to the adjacent Toll Brothers townhomes on Washington
Avenue. Written comments can be submitted to the Village Clerk at info@pleasantville-ny.gov for
distribution to the Board throughout the review process. For more details on

Next Steps in the Review Process for the Lennar Proposal: The Village Board of
Trustees will serve as Lead Agency under the New York State Environmental
Quality Review Act (SEQRA), which was affirmed by the Planning Commission. The
application will be scheduled for an upcoming Planning Commission meeting,
where the Commission will review the submission and all related materials and
issue its recommendations to the Board of Trustees. Following that review, the
application will return to the Board of Trustees. The Board will consider the
Planning Commission’s recommendations, comments from residents, and input from
other involved agencies (including Westchester County Planning, the NYS
Department of Environmental Conservation, and the NYS Department of
Transportation). All of that input will inform the Board’s decision on whether
to approve the requested amendment to the Village’s zoning map. If the
amendment is approved, the project would return to the Planning Commission for
site planning review.
Village Budget: The Village’s Preliminary FYE 2027 Budget, which runs from June
1, 2026 through May 31, 2027, has been released with a Public Hearing scheduled
for Monday, April 13, 2026 at 8PM in the Village Hall meeting room. The budget
is tax cap compliant with a proposed tax rate increase of 2.75%. The Budget can

Pleasantville Day, May 16: Join us at Memorial Plaza on Saturday, May 16 from 10:00 AM to
3:00 PM for this annual fun-filled community event featuring activities, games,
rides, and food for all ages.
Mark your calendars for the Pleasantville Concert Series: The Pleasantville
Concert Series returns to the Memorial Plaza Civic Space with five fun-filled
evenings of live music, great food, and drinks from local SOUL Brewery. Join
friends and family on Saturday, June 27; July 25; August 22; September 26; and
October 24 from 7:00–9:00 PM. Each night will feature a different band; GForce,
Dan Zlotnick Band, Sirens of Song, Lords of Hawthorne, and Heard Immunity,
along with a rotating selection of food trucks, creating a lively and welcoming
community atmosphere in the heart of downtown.
NYSDOT to Repave Manville Road: The New York State Department of Transportation (NYSDOT) will
be repaving Manville Road/Route 117 from Setters Lane in the Town of Mount
Pleasant to Bedford Road/Route 141. This work is part of a larger resurfacing
project along Route 117 (Setters Lane to Route 141) and State Route 9A (north
of Belmont Road to North State Road), spanning the Towns of Ossining and Mount
Pleasant and the Villages of Briarcliff Manor and Pleasantville. Construction
is anticipated to begin this summer and continue through Summer 2027. The
Village is awaiting additional details regarding the specific timing and
phasing of work within Pleasantville and will share updates with the public as

Safe Streets Grant: The Village was awarded a $160,000 federal planning grant to
develop a “Comprehensive Safety Action Plan” to implement traffic calming and
safety projects and policies aimed at reducing roadway fatalities and serious
injuries. We have engaged NV5 Engineering to prepare the plan. The
analysis will focus on safer, more connected streets for pedestrians,
bicyclists, motorists, commercial vehicles and public transportation riders.
The plan will review vehicular speeds, roadway safety, and traffic and/or
transportation infrastructure (e.g. curb, sidewalk, signage), particularly in
areas such as schools, parks, and commercial corridors. Public and Stakeholder
input will be an essential component to the process with more information to

Bedford Road (CR 27) and Broadway (NYS-141) – NYSDOT Traffic Signal System
Improvements: This project will replace the inductance loop vehicle detection
system on the Bedford Road northbound and eastbound approaches with a
360-degree camera-based vehicle detection system at the NYSDOT-owned traffic
signal. This modern traffic detection technology was successfully
installed in October 2024 at other intersections in the Village, including
Bedford Road and Marble Avenue/Memorial Plaza, and Pleasantville Road and
Wheeler Avenue. The upgrade is expected to improve traffic operations at the
Bedford Road and Broadway intersection by enhancing vehicle detection, reducing
queuing, and improving overall level of service. The proposed aerial (overhead)
camera installation and associated work are expected to start in May of 2026
and be completed within two days.
Water Storage Tank Replacement: The Village’s two 1-million-gallon water storage tanks, which
supply potable and emergency water, are nearing the end of their useful life.
Constructed in the early 1900s and later rehabilitated, both water storage tanks
and water mains, valves, etc. adjacent to the Ridgeview Drive tanks site will
be replaced/improved. The estimated project cost is $6.5 million and will be
funded through the issuance of bonds paid for by the Village’s water fund. This
project will require increases to water rates. The Village is seeking grant
funding to offset costs. Project design and engineering are anticipated to
begin in Summer 2026. Construction is anticipated to begin Fall 2027
through Fall 2028.
Lead Service Line Inventory Program: To comply with Federal Lead and Copper Rule
Revisions, the Village is identifying all water service line materials within
the Pleasantville Water District. Working with Woodard & Curran
Engineering, the Village submitted its Water Service Line Inventory to the New
York State and Westchester County Department of Health (DOH) prior to the
October 16, 2024 deadline. Properties constructed before June 1986 were flagged
for further investigation, and federally required notices were mailed to
affected property owners in November 2024, with annual notifications to follow.
Predictive modeling is underway, and in-home inspections will soon be conducted
by ElectroScan for approximately 110 properties to confirm pipe material
classifications for service lines listed as “unknown”. Door hangers with QR
codes for inspection scheduling have been distributed. Water service line
predictive modeling and material “Swordfishing” inspections are anticipated to
be completed by July 2026. Water systems are required to update their
inventory annually by December 31st. Water systems must submit their
final Lead Service Line (LSL) inventory and replacement plan to the NYSDOH by
November 1, 2027. This will be the first year of the LSL replacement
program with a 10% annual replacement target to replace all lead service lines
within the Village by November 1, 2037. A dedicated project website has been
developed with background information, FAQs, and scheduling tools. The Village
will continue to provide public updates through email, social media, and its

Water Distribution System SCADA Telecommunication Improvements: The purpose of this
project is to switch the Village’s water distribution system Supervisory
Control and Data Acquisition (SCADA) primary telecommunication method from
cable (i.e. wire) to radio (i.e. wireless) between the Town of New Castle
Millwood Water Treatment Plant (MWTP), Apple Hill Water Meter Pit, Village
Water Storage Tanks and Department of Public Works Facility. The proposed
radio system would become the primary SCADA system communication method.
The existing cable/internet provider would a become secondary/redundant
telecommunication source. This will strengthen the Village’s emergency
management capabilities, and improve water system resiliency in response to
future events such as hurricanes and snowstorms. Construction is
anticipated to begin in Summer 2026.
Water Rates Increases: To plan for long-term reliability of the Village’s water
infrastructure, a comprehensive water rate study was conducted to determine the
funding needed for critical upgrades. In addition to replacing aging water
storage tanks and mandates to replace lead service lines, the Village maintains
miles of water mains that deliver water to residents. Many of these mains were
originally installed in the early 1900’s and, while periodic relining has
extended their lifespan, full replacement will be necessary in the coming
years. The analysis determined that a 9.5% increase in both water rates and the
ready-to-serve fee will be required for the Fiscal Year End 2027 Budget, which
begins June 1, 2026, to help fund necessary infrastructure projects. For a typical
Village resident, this increase is estimated to result in an additional $85
annually on their water bill. A summary of the water rate analysis can be found

Nannahagan Brook Wall Reconstruction Project: This project addresses severe erosion
affecting the retaining wall along Nannahagan Brook near Lake Street, adjacent
to 2 Lake Street. Approximately 500–700 linear feet of deteriorated wall will
be replaced to protect nearby infrastructure, including water, sewer, and gas
lines, and to relocate one of the Cottage School’s water service lines. The
estimated project cost is approximately $3 million. The Village has secured
approximately $700,000 in New York State grant funding. Construction Contract
Drawings are 90% complete, and currently under State (i.e. New York State
Department of Environmental Conservation) and Federal (i.e. US Army Corps &
US Fish and Wildlife Service) regulatory permitting review. The Village
anticipates issuing Construction Bid Documents for public bidding in Summer
2026. Construction is scheduled to begin in November 2026, pending necessary
regulatory agency approvals.
Nannahagan Walking Path Reconstruction: The existing ±1/4 mile asphalt walking path
between Nannahagan Park (Village Pool) and 2 Lake Street is scheduled for
replacement in Summer/Fall 2027 after completion of the Nannahagan Brook
Retaining Wall Improvements project. This capital improvement is supported
by $18,300 in grant funding from the New York State Hudson River Valley
Greenway (HRVG).
Village
elections to change from March to November: In July 2025, the
Village Clerk received a petition to hold a referendum on changing the date of
Village elections from March to November. The referendum passed, and Village
elections will be changed to November starting in 2026.
Red Light Camera at Saw Mill River Parkway and Grant Street: To improve safety at
this intersection, the Village proposed installing a red-light camera to
Westchester County and NYSDOT, which oversee enforcement and own the
infrastructure. The project required and received legislative approval from
both the County and New York State. Westchester County has since issued an RFP
to procure a vendor for installation. Updates will be shared as they become
available.
Pleasantville Music Festival Tickets on Sale: Tickets for the 20th Annual Pleasantville
Music Festival, scheduled for Saturday, July 11, 2026, are now available. Visit

444 Bedford Road (former Chase building): A proposed mixed-use development at 444
Bedford Road, which includes 36 residential apartments, received required
approvals by the Planning Commission. A construction start date has not yet
been set. Updates will be shared as they become available. See application here.
98 Washington Avenue Update: In 2016, Westchester County acquired 98 Washington Avenue and
conveyed it to a private developer with deed restrictions that require it to be
used for affordable housing. Although the project received a building permit,
it was never completed. Eventually, Westchester County sued the owner (MIGI
Asset Acquisition LLC) for failure to complete the County-supported project.
After a lengthy legal process, the property was sold to Lifting Up Westchester,
a nonprofit organization dedicated to housing initiatives. With County support,
Lifting Up Westchester has renovated the building to complete the 14 units of
affordable housing, and is currently in the leasing process. Their project is zoning-compliant
and aligns with the property’s deed restrictions.
Blue Envelope Program for Drivers with Special Needs: The Blue Envelope
Program is intended to improve communication between law enforcement officers
and people with autism or other disabilities during traffic stops. Participants
may pick up a blue envelope from the Pleasantville Police Department to store
their driver’s license, vehicle registration, and insurance card. Officers will
be trained to recognize the envelope and understand its purpose. Each envelope
will include instructions for both the driver and the officer to help ensure a
calm and effective interaction. If stopped by police, drivers should report
that they have a blue envelope and provide it to the officer, who will then follow
the guidance to facilitate clear communication.
Updates from the Clinton Street Senior Center: The Clinton Street Senior Center
continues to offer a variety of programming for seniors in the community. Our
exercise classes are a great way to get active. We offer classes that suit a
wide range of ability including Tai Chi, Zumba, Line Dancing, Zumba Toning,
Arthritis Balance, Chair Yoga, Mat Yoga, Aerobics, and a walking group. We
offer a free trial for anyone interested in coming to try a class. Find a new
way to move your body and enjoy company of other local seniors while you get
fit. We also offer many creative classes as well. Currently, we offer painting,
crafts twice monthly, and drawing and sketching. If you are an avid reader, you
can also check out our free book club that meets monthly. Come check
out a program and try something new.
Overdose Recovery Kits Available at the Pleasantville Police Department: The Pleasantville
Police Department, in partnership with the Urban League of Westchester, is now
offering free Overdose Recovery Kits to anyone who needs them. These lifesaving
opioid overdose response kits contain Narcan (naloxone), a simple-to-use and
highly effective medication that can reverse the effects of an accidental
opioid overdose. Community members can pick up a kit anonymously by visiting
the Police Department at Village Hall (Bedford Road entrance).
Child safety seat inspections: Officer Velardo of the Pleasantville Police Department has
obtained a child passenger safety certification and will be available to
inspect child safety seats by appointment. To schedule an inspection, please
call Police Department's non-emergency line at 914-769-1500.
Scam Alert from Pleasantville Justice Court: Please be advised that court scams are on
the rise. Scammers posing as court personnel, Law enforcement, or others, call,
text, or email fraudulent letters claiming you owe fines and threaten immediate
arrest or suspension. Do not reply or respond to these messages. Even clicking
on links or QR codes could result in malware infecting your device. Legitimate
courts never demand immediate payment or request sensitive information through
phone, email or text.
